From the synopsis given: "Tim Geithner, the secretary of the treasury, is doing a multiple-personality act with hedge funds. On the one hand (at the behest of the president, of course), he's aggressively working to add a layer of regulation the industry. On the other hand, Geithner has put together an offering where he's basically begging (some would say bribing) hedge funds to help with the bank bailout."
